Fan not working

Good morning all. My fan doesn't appear to be switching on at all but the weird thing is the scooter doesn't appear to me over heating? It does seem to get hit though as water is being pushed into the reserve coolant tank but it doesn't appear to be sucking it back in? Rad cap is sealing properly and there are no leaking in the adjoining pipe.

Could someone list the symptoms of this so I can check all of them to find out where the issue is.

I am uncertain about the coolant behaviour you describe; but is is easy enough to check the fan fuse, the fan relay and the even the fan itself (apply +12v) for a good beginning and eliminate the hardware.
The fan kicks-in just over the ½ way point on the gauge.
Is the 'reserve' tank over-filled/full and remaining so (according to your post?)?
Hard to fix something that appears to be working; as far as the temp gauge is concerned.
