OK, my manual says that in California, the fuel tank is 1.8gal, and outside California it's 1.98. I'm not in California. It also says that when the needle just touches the red area, there's 500ml of fuel left in the tank. All this is assuming I'm remembering correctly. Anyway…
1.98 gal - .13gal (500ml) = 1.86gal of gas used. Out of that, I got 108 miles. 108/1.86 = 58mpg. Seems low.
Repeating the calculation based on a 1.8 gal tank, 108/(1.8 - .13) = 64mpg. Better, but still seems low.
Am I missing something? Should I trust the manual?

Answered my own question. Just filled the tank with 1.4 gal, and the odometer is around 128 miles. 128/1.4 = 91mpg - exactly as specified.

Perhaps California has mandated than no scooter can get more than 80mpg so as not to make minivans too jealous.
